Commander Kenney is the admiralty counsel of the Navy and deputy assistant judge advocate general of the Navy (Admiralty). He served as head of the Law of the Sea and Maritime Environmental Law Department in the Office of the Judge Advocate General, and as assistant representative for ocean policy affairs for the Department of Defense. He has also served on numerous U.S. delegations to a variety of international organizations and meetings, including the International Maritime Organization, the U.N. Informal Consultative Process on Law of the Sea, and the Major Maritime Powers meetings.
