Biographical Sketch
Mr. Gray is associate general counsel in the Department of Defense (DoD) Office of the General Counsel, where his primary duties include advising senior DoD officials on cyber and information law, intellectual property, information and technology acquisitions, and technology transfer. Mr. Gray chairs the Patents, Data, and Copyrights Committee of the Defense Acquisition Regulations Council, and serves as a subject matter specialist for the Federal Acquisition Regulation Law Team. Mr. Gray has also held positions in the Air Force Office of the General Counsel and the Navy Office of General Counsel. Mr. Gray is registered to practice before the U.S. Patent and Trademark Office, a member of the Illinois Bar, and a frequent lecturer and author, including (with James G. McEwen and David S. Bloch) Intellectual Property in Government Contracts: Protecting and Enforcing IP at the State and Federal Level (Oxford University Press, 2009).
