Biographical Sketch
Prior to joining the Law School faculty, Professor Lees served as the chairman/chief administrative judge of the National Aeronautics and Space Administration Board of Contract Appeals. He served concurrently as the chairman of the statutory NASA Inventions and Contributions Board. He was appointed co-director of the Government Procurement Law LL.M. program in 1993, and E.K. Gubin Professor of Government Contracts Law in 1995. Earlier in his career, following service in the U.S. Navy, Professor Lees was employed as a patent examiner in the U.S. Patent and Trademark Office and later practiced intellectual property law on the legal staff of NASA. He is active in the field of alternative dispute resolution and continues to serve as a legal consultant in both the public and private sectors. Since leaving the federal government, Professor Lees’s experience has included service as a special master, ombudsman, arbitrator, neutral adviser, expert, and counsel in various government contract cases.
