Mr. Noble is president and CEO of Americans for Campaign Reform, a nonpartisan organization that supports public funding of congressional and presidential elections. Prior to joining ACR, Mr. Noble practiced political law at Skadden, Arps, Slate, Meagher & Flom, He also served as the general counsel of the Federal Election Commission from 1987 through 2000 and was the executive director and general counsel of the Center for Responsive Politics. From 1997 to 1998, Mr. Noble was president of the Council on Governmental Ethics Laws (COGEL), an international organization of government agencies that implement and enforce campaign finance, ethics and lobby laws throughout the United States and Canada.
Mr. Noble has argued before the U.S. Supreme Court, co-authored The Corporate Political Activities Deskbook (2012) and authored and co-authored numerous articles and opinion pieces, including for the New York Times, and frequently appears on radio and television news and public affairs programs.
