Mr. Youmans serves as associate general counsel for international law for
the Missile Defense Agency at the U.S. Department of Defense. He has
worked in the field of international law for over 20 years, having held
positions in both the public and private sector. His government service
includes having served on several U.S. arms control delegations engaged in
negotiations on strategic arms control agreements and the Missile
Technology Control Regime.
