Biographical Sketch
Mr. Bowen is the national managing partner for Transfer Pricing Services, Grant Thornton LLP. His practice focuses on federal and international income tax matters involving complex international cross-border transactions. As such, he is called upon by clients to devise and implement proactive measures by which to avoid disputes among large corporations and the taxing authorities in the jurisdictions in which those corporations operate. He also implements strategies and procedures to resolve any tax-controversy matters that may arise from a company’s international operations; many of those disputes are resolved by utilizing various alternative dispute resolution mechanisms under international tax treaties.

Before joining Grant Thornton, Mr. Bowen was a partner in the Washington, D.C. office of Mayer, Brown, Rowe & Maw, an international law firm with offices worldwide. His practice focused on federal income tax controversies, with an emphasis on international dispute resolution through litigation or alternative measures. Mr. Bowen is a former special counsel to the IRS Associate Chief Counsel (International), and also was a branch chief in the IRS Advance Pricing Agreement Program. Prior to that, he worked in the Washington, D.C., office of Dewey Ballantine LLP, where he focused on tax and general large case corporate litigation. He also practices for more than 10 years in the Washington, D.C., office of Baker and McKenzie, first as tax associate and then as counsel.

Mr. Bowen spent several years at the beginning of his legal career as a trial attorney in commercial litigation in Florida. In 1987, Mr. Bowen earned an LL.M. in taxation from the University of Florida, after which he served as the attorney-advisor (law clerk) to the chief of the United States Tax Court. Mr. Bowen is a CPA, having graduated summa cum laude from the University of Maryland with a degree in accounting. Mr. Bowen also is a graduate with highest honors of GW's LL.M. program in Litigation and Dispute Resolution.
