Biographical Sketch
Professor Goodman is a retired partner in the International Law Firm of Jones Day and is a former Professor at Hiroshima University Faculty of Law. Prior to joining Jones Day Professor Goodman spent 15 years in government service at the Justice and State Departments ending his government service as General Counsel of the then United States Civil Service Commission. He is the author of three books on law - A Handbook of Public Personnel Law; The Rule of Law in Japan; and Justice and Civil Procedure in Japan as well as numerous legal articles in such varied fields as Japanese Law, International and Comparative Law and Civil Service Law.
