Brief Bio:
- Professor Manns is a graduate of Yale Law School and received his doctorate from Oxford University, which he attended as a Rhodes Scholar. Manns served as a senior editor of the Yale Law Journal, and his note on terrorism reinsurance received the Israel H. Peres Prize for the best student publication in the Yale Law Journal.
- Before joining the law school faculty, he clerked for the Honorable J. Harvie Willkinson, III of the U.S. Court of Appeals for the Fourth Circuit and practiced law in Washington, DC, most recently with Latham & Watkins.
