Elizabeth Hadley is an independent health care consultant. She served as a political appointee in the Obama Administration at the U.S. Office of Personnel Management from 2015-2017, where she was the director of the Multi-State Plan Program established by the Affordable Care Act. Prior to her political appointment, she was a career civil service holding the position of division director for the Division of Healthcare Access and Coverage, Office of Health Policy, Office of the Assistant Secretary for Planning and Evaluation (ASPE), at the U.S. Department of Health and Human Services. Ms. Hadley previously held positions at Georgetown University's Institute for Health Care Research and Policy, the National Association of Insurance Commissioners, the U.S. Office of Technology Assessment, and the American Nurses Association. She began her career as an assistant attorney general for the State of Connecticut and worked as a volunteer staff attorney at Whitman-Walker Health.  Ms. Hadley has published articles in the American Journal of Law and Medicine and Health Affairs. She is admitted to the bar in Connecticut, Massachusetts, New York, and the District of Columbia.
