Professor Tara Twomey speaks at DC Council meeting.

GW Law Professor Tara Twomey, the Jeff and Martha Kohn Associate Professor of Clinical Law and Director of the Small Business & Community Economic Development Clinic, testified in Council of the District of Columbia hearing on Wednesday, September 23.

Professor Twomey provided testimony on Bill 26-771, the Tax Sale Equity Amendment Act of 2026, to the Committee of the Whole at the public hearing. In her testimony, Professor Twomey provided her analysis of whether the procedural requirements of the proposed bill are “justified given the substantial constitutional interest at stake.”

“I appreciated the opportunity to provide comments on the proposed bill and to offer suggestions for making it better and more consistent with constitutional principles,” Professor Twomey said.

Professor Twomey is a nationally recognized authority in commercial, bankruptcy, and consumer law. Prior to joining GW Law, she served as Director of the United States Trustee Program, the component of the Department of Justice often described as the watchdog of the nation’s bankruptcy system. She has also served as executive director of the National Consumer Bankruptcy Rights Center and as counsel to the National Consumer Law Center.
