James Morgulec is an Attorney Advisor in the Professional Responsibility Advisory Office (PRAO) at the U.S. Department of Justice (DOJ). Prior to joining PRAO, Mr. Morgulec served as Senior Counsel in the Environmental Crimes Section at DOJ. During the course of his 27 years in the Section, he prosecuted criminal cases across the country arising under many of the major U.S. environmental and wildlife statutes, including, among others, the Clean Water Act, the Clean Air Act, the Resource Conservation and Recovery Act, and the Lacey Act.
In addition to maintaining a case load, Mr. Morgulec served as Appellate Coordinator and Professional Responsibility Officer. He also trained federal, state, and local law enforcement personnel and reviewed policy matters, proposed rules and regulations, and pending legislation.
Prior to joining ECS, Mr. Morgulec was an associate in the DC office of Sidley Austin LLP, where he practiced environmental and antitrust litigation and counseling. He began his career as an Honors Program Trial Attorney in the Antitrust Division at DOJ.
