Kathryn C. Davis is Senior Counsel at the Federal Programs Branch in the Civil Division of the U.S. Department of Justice, where her work focuses primarily on defending federal agencies in suits raising complex issues of constitutional and administrative law. Among other cases, Ms. Davis has represented the United States in matters involving statutory and constitutional challenges to a Department of Labor determination relating to the construction of CityCenterDC, a challenge under the Rehabilitation Act to the accessibility of a federal agency’s website, a First Amendment challenge to the dismissal of a federal employee, and numerous national security cases. She is a recipient of the Attorney General’s Distinguished Service Award and a Civil Division Special Commendation Award. Ms. Davis is also an active member of the William B. Bryant American Inn of Court. Prior to joining the Justice Department, she was in private practice in Philadelphia.
