Michael J. Surgalla, Jr., was an attorney at the United States Department of Justice for more than 30 years and is now a consultant to the United Nations Office on Drugs and Crime. He was assigned to the Criminal Division’s Office of International Affairs, Human Rights and Special Prosecutions Section, Domestic Security Section, and Alien Smuggling Task Force. Prior to that, he was a trial attorney with the US Immigration and Naturalization Service. He participated in the negotiation of seven law enforcement treaties and executive agreements and was a member of the US Observer Delegation to the International Criminal Court Review Conference. Mr. Surgalla was part of a team that received an Attorney General’s John Marshall Award for asset forfeiture, and he received the Distinguished Alumnus Award for Public Service from the University at Buffalo School of Law. He received his BA and JD degrees from the University at Buffalo (State University of New York) and an LLM from The London School of Economics and Political Science.
