Rich Harper is an associate in the Energy Practice Group at Jennings Strouss, where he focuses his practice on all areas of energy law, including electric power markets, transmission rates and regulation, nuclear energy licensing, and power regulation. Prior to his work at Jennings Strauss, Mr. Harper worked in the Office of General Counsel at the U.S. Nuclear Regulatory Commission, the U.S. regulator of commercial nuclear power plants and materials. Earlier in his career, Mr. Harper was a public relations specialist and chief speechwriter for the Assistant Secretary for Nuclear Energy at the U.S. Department of Energy's Office of Nuclear Energy, where he coordinated outreach efforts and crafted the public message for the Administration's nuclear energy programs and policies. While at GW Law, Mr. Harper served as an Articles Editor on the inaugural Editorial Board for the Journal of Energy and Environmental Law.
