M. Ethan Lucarelli is an Attorney Advisor in the Federal Communications Commission's Wireless Telecommunications Bureau, where he serves as legal and policy advisor to the Bureau Chief. He is responsible for the proper interpretation of the Communications Act, the Commission Rules, and all Commission policy; provides expert advice to the Office of the Bureau Chief on legal issues affecting broad policy matters; particularly with respect to spectrum policy; evaluates current and potential policy issues; and initiates original research and investigative analysis.

Previously, Mr. Lucarelli was Director of Regulatory & Public Policy at Inmarsat, a global satellite communications company, where he led advocacy efforts in domestic and international fora. He also was an attorney in the Telecommunications, Media, and Technology group at Washington, D.C., law firm Wiley Rein LLP, where he represented wireless and satellite network operators, manufacturers, and trade associations in diverse proceedings before the FCC and other federal agencies, and advised clients on international and domestic issues related to privacy, cybersecurity, and Internet regulation.

Mr. Lucarelli has represented clients in proceedings before the United Nations, the Federal Communications Commission, the National Institute of Standards and Technology, and others. He has also served as a private sector member of United States delegations to multiple international treaty conferences.

Mr. Lucarelli earned his JD with highest honors from George Washington University Law School and a Bachelor of Science in Communications from the University of Illinois.
