Mohammad Shouman is an attorney at the U.S. Department of Health and Human Services (HHS), where he serves in the Immediate Office of the Secretary’s Office of the General Counsel. In 2022, Mr. Shouman received the HHS Office of the General Counsel’s Excellence of Services Award. He previously practiced at the U.S. Department of Veterans Affairs and the District of Columbia Housing Authority. Mr. Shouman has also worked for the District of Columbia Office of the Attorney General and the World Bank Group. Upon graduating from the George Washington University Law School, he received the President’s National Service Award. Mr. Shouman is a U.S. legal contributor for the World Bank Group.
Mr. Shouman is licensed to practice in the State of New York and the District of Columbia. He is a member of the Bar of the United States Supreme Court, the Federal Circuit Bar Association, and Phi Alpha Delta Law Fraternity, International.
