Craig D. Barrett is a senior counsel in the Government Contracts Group in Crowell & Moring's Washington, DC office. Mr. Barrett’s practice focuses on Bid Protest, Government Contracts litigation and Counseling. Prior to joining Crowell & Moring, he spent nearly 18 years in government service. Mr. Barrett first served as a judge advocate in the United States Marine Corps immediately after 9/11 attacks in 2001, reaching the rank of major and honorably discharged in 2010. Most recently, he served as associate counsel at the U.S. Government Publishing Office (GPO), where Mr. Barrett advised on high-profile procurements. He played a lead role in the termination and recompetition of GPO’s $61-million contract for the printing of the 2020 U.S. Census, and frequently briefed Senate staff on the Agency’s procurement actions and proposed policy revisions, which Mr. Barrett helped develop. He also successfully defended a multi-million-dollar pre-award GAO protest of GPO’s Secure Identification Documents and passport procurement, a highly sensitive procurement executed on behalf of the State Department.
