Executive Branch
The Executive Branch sets the policy agenda and conducts the day-to-day business of the SBA. It is headed by the SBA President, who serves as the executive leader and head of the Cabinet. The Chief of Staff assists the President in guiding the direction of the SBA and serves as a primary advisor. The Executive Vice President serves as the head of the SBA Senate and as a primary advisor to the President. We are dedicated to making sure that all GW Law students have a great experience while they’re here. We work hard to make sure that students are listened to and to create a community with a place for everyone here at GW Law.

Amanda Hichez, President

Amanda Hichez, a summa cum laude graduate of Drew University, is the elected Student Bar Association President for the 2025–2026 academic year. Now a third-year law student, she has enjoyed her time at GW Law, which has provided countless opportunities to expand her professional network, strengthen her leadership skills, and form a supportive community of friends. Before becoming SBA President, Amanda served as President of the Law Association for Women and as Vice President of Finance for the SBA. She is also a member of the Federal Circuit Bar Journal and the Moot Court Board.
With a strong interest in litigation, Amanda spent her 1L summer at the Maryland Office of the Public Defender and her 2L summer as a Summer Associate at Kirkland & Ellis, where she will return to the New York office after graduation. Proud of her Dominican-American heritage and shaped by her experience as a college athlete, she brings energy, teamwork, and dedication to her legal career. This year, she is dedicated to enhancing the GW Law student experience by hosting events that bring all students together—including evening and transfer students—supporting career development through the Career Development Office, advocating directly with the Dean’s Office on student concerns, creating mentorship opportunities between upper- and lower-year students, and promoting wellness, mental health resources, and transparency across campus.

Quinn Biever, Executive Vice President

Quinn Biever is a 3L from Bloomington, IL serving as the Executive Vice President of the Student Bar Association. He is a proud public interest law student who graduated from Creighton University with a degree in political science and minors in Spanish and Theatre. He is also a Dean’s Fellow, a member of Moot Court Board, and a member of the GW Journal of Energy and Environmental Law. Outside of school, he is a bartender on the weekends, and loves to run, bike, and lift weights, explore good food and drinks around the city, and enjoys live music and comedy if he ever has free time again. Until then, studying at home with his cat isn't a bad alternative.

Terrance Davis, Chief of Staff

Terrance is a 2L from Los Angeles, California, and a first-generation college graduate and law student. He earned his Bachelor of Science in Sport Management with a Minor in Journalism, completing his undergraduate studies at the University of California, Berkeley before transferring in his final year to Bowling Green State University. Terrance’s experiences in sports media shaped his legal interests in sports law, entertainment law, intellectual property, and corporate law. In addition to serving on SBA, he is a member of the Student Intellectual Property Law Association (SIPLA), the Black Law Students Association (BLSA), and the Arts, Culture, Entertainment, and Sports Law Association (ACES). Outside of law school, you can usually find him playing basketball, running through DC, lifting at the gym, or exploring new restaurants and lounges to catch an NFL or NBA game.

Nitika Reddy, Chief of Staff for Communications

Nitika is from Salt Lake City, UT, and graduated from Colorado College with a BA in Economics and with an MA in Business from the University of Michigan. After completing her studies, she worked for almost five years in the digital marketing and adtech industry, where she developed her interests in tech, communications, and antitrust law. This summer, she spent her time researching administrative law topics and studying International Human Rights at Oxford University in England. Outside of SBA, she is involved in the law school newspaper, Nota Bene. In her free time, she enjoys photography, exploring DC, and spending time with her friends and pets.

Julia Tamborello, Vice President of Finance

Julia is a 3L from Orlando, Florida. She graduated magna cum laude from Florida State University, where she double majored in Political Science and Religion and minored in History. She hopes to pursue a career in public interest law, specifically constitutional and civil rights law. In addition to SBA, Julia is a member of the Mock Trial, Moot Court, and ADR skills boards and associate on the Federal Communications Law Journal; she served as the fundraising chair for the Mock Trial skills board and the SCOTUS Rep for the GW chapter of the ACLU in her 2L year, and in SBA as a Deputy Vice President of Finance from Spring 2024 to Spring 2025. Outside of law school, Julia enjoys reading fantasy novels, playing horror video games, and her weekly Dungeons and Dragons group.

Sammy Marks, Vice President of First-Year Students

Sammy Marks is a 2L from the metro Atlanta, GA area. Sammy graduated with a Bachelor of Arts in both Political Science and African American Studies from the University of Georgia in 2024. This past summer, Sammy worked at a boutique law firm specializing in federal employment and labor law, specifically helping federal workers file appeals with the U.S. Merit Systems Protection Board who were affected by the RIFs in May and July. In addition to SBA, Sammy is also involved with the Black Law Student Association, works as a research assistant, and is competing in the Van Vleck Moot Court competition. Outside of law school, Sammy is an avid runner, enjoys exploring the restaurant scene in DC, and loves to go to concerts when he has the funds.

Marcella Rubini, Vice President of Student Affairs

Marcella Rubini is a 3L from the South Coast of Massachusetts. She graduated from the University of Massachusetts Amherst in 2023 with a Bachelor of Business Administration in Management, a Bachelor of Arts in Spanish, and a minor in Caribbean, Latin American, and Latinx Studies. This past summer, she was a legal intern at Global Action on Gun Violence in Washington, DC. Marcella currently serves as the Vice President of Student Affairs for the SBA, and she previously served as Senator and Vice Chair of the Senate Finance Committee. Additionally, she is the Editor in Chief of the Civil Rights and Civil Liberties Brief, Co-Alternative Spring Break Coordinator for the Immigration Law Association, a Bloomberg Law Student Partner, and a member of the Moot Court Board. When not preoccupied with law school, Marcella can be found with friends and family, soaking up nature, listening to her favorite artists, reading a memoir, or wandering the city.

Darrell Black, Vice President of Programming

Darrell Black is a 4LE from Belmont, North Carolina and a graduate of the University of North Carolina at Chapel Hill where he double majored in Political Science and Peace, War, and Defense and minored in Philosophy, Politics, and Economics. Prior to and during law school, Darrell has worked as a paralegal for a federal agency and spent this past summer at a law firm in DC. In addition to SBA, Darrell is the Senior Membership and Development Editor on the George Washington Law Review. Outside of law school, Darrell’s interests include CrossFit, tennis, social media management, audiobooks, and podcasts.

Havana Glover, Vice President of Student Enrichment Services

Havana Glover is a 2L from Dayton, Ohio. She attended the University of Dayton, where she studied political science and communications with a concentration in public relations. While there, she also conducted independent research on Pan-Africanist human rights and issues related to African American reparative justice and displacement. At GW Law, she serves as the Vice President of Student Enrichment Services on the SBA and as the Vice President of Marketing for the Equal Justice Foundation. In her free time, Havana enjoys going to the cinema, listening to music, blogging, and reading Pan-Africanist literature

Arpitha Gorur, Vice President of Public Interest and Community Outreach

Arpitha Gorur is a 3L from Bridgewater, NJ and a graduate of Fordham University-Lincoln Center with a degree in global business and a concentration in finance and economics. Prior to law school, she worked as a Credit Risk Analyst at UBS in New York. At GW, apart from her current position in the SBA, Arpitha is the Vice President of Internal Competitions for Mock Trial Board, the Treasurer of Law Revue, and an associate of the International Law Review as well as a staff member of the International Guide to Legal Research. In years prior, Arpitha has served as the Vice President of First Year Students and a 1L Senator for the SBA, as well as the Treasurer of the South Asian Law Students Association. Following graduation, Arpitha will join Cahill Gordon Reindel LLP as a litigation associate in their New York office. Outside of school, Arpitha enjoys singing, traveling, cooking, and exploring new restaurants in DC.

Kathryn Chavez, Vice President of Alumni Outreach

Kathryn Chavez is a 3L from Dallas, TX, and is a graduate of Southern Methodist University and Georgetown University. At SMU, she graduated with a BA in Business Management, a BA in Advertising with a focus on Strategic Brand Management, and a BA in Fashion Media, as well as a minor in Business Journalism. From Georgetown's McCourt School of Public Policy, she received her Master of Public Policy degree, during which she interned in the House of Representatives (D-TX 35 & D-CA 24) and in the Biden-Harris White House Office of Digital Strategy. While at GW Law, Kathryn founded the Arts, Culture, Entertainment, and Sports Law Association and holds positions with both the Law School and the University's Office of Alumni Relations. The past two summers, she has interned at Universal Music Group, first as a Public Policy intern and then as a Virgin Music Group Business and Legal Affairs intern. In her free time, she enjoys attending live comedy shows, going to the theater, and walking around the monuments.

Omer Turkomer, Attorney General

Omer Turkomer is a 3L from Sarasota, Florida, and currently serves as the Attorney General for the SBA. Before law school, he attended Florida State University, where he received his Bachelor’s degree in Political Science. In his free time, he enjoys hiking and trying out new recipes.
