Mr. Schoeni is the NCR Professor of Law and Technology at the University of Dayton School of Law, where he teaches commercial contracts. Previously, he was an active duty judge advocate in the Department of the Air Force for 21 years (2004–25). Prior to the military, he clerked for Justice Jerry Larson of the Iowa Supreme Court.
Mr. Schoeni started his career in government procurement by studying with the University of Nottingham’s executive LLM program in 2009. He was the first American to graduate from the program. The year after, he was selected for the JAG Corps’s funded LLM program at GW Law. He worked in various procurement-related positions at Hanscom AFB, Massachusetts; Air Force Materiel Command at Wright-Patterson AFB, Ohio; and Space Systems Command at Los Angeles AFB, California.
Since joining the GW faculty in 2022, he has taught the two core courses in the Government Procurement Law Program’s curriculum (formations and performance). Previously, he taught a course on EU defense procurement law at King’s College London (2016–23). And he has been a regular adjunct with the Defense Institute of International Legal Studies since 2012, lecturing around the world and especially in Latin America on a range of subjects, including trial advocacy, military justice, international humanitarian law, and anticorruption in public procurement.
Mr. Schoeni’s scholarship has spanned defense procurement, suspensions and debarments, cybersecurity, public-private partnerships, anticorruption, trade law, innovation, and comparative procurement law. His work has been published in the University of Pennsylvania Journal of International Law, Administrative Law Review, Journal of National Security Law & Policy, Public Contract Law Journal, Public Procurement Law Review (UK), and Upphandlingsrätt Tidskrift (Sweden). He coedited an essay collection with Tobias Vestner published by Oxford University Press in 2023, Ethical Dilemmas in the Global Defense Industry, and he has contributed chapters to several other volumes. His writings have won several awards, most notably the American Bar Association (ABA) Standing Committee on Armed Forces Law’s Keithe E. Nelson award and the Air Force JAG Corps’s Thomas P. Keenan award for operational and international law.
Mr. Schoeni serves on the editorial boards of the European Defence & Security Law & Policy Quarterly, the Journal of Contract Management, and the Upphandlingsrätt Tidskrift. He has guest edited for the Public Procurement Law Review and the European Procurement & Public Private Partnership Law Review. And while on active duty, for over a decade he served on the editorial board for the Air Force Law Review.
He is a member of the ABA Public Contract Law Section, Public Procurement Research Group (UK), and Contrats Publics dans la Globalisation Juridique (France). He also serves as a reporter for the ABA Model Procurement Revision Committee and Chair of the International Procurement Committee of the Federal Bar Association’s Section of Public Contract Law.
