Hallie Tremaine Balkin

Hallie Tremaine Balkin has nearly 15 years of experience in Federal acquisition, agile contracting, and contract litigation. She joined Microsoft in May 2022. Previously, Ms. Balkin served as the Defense Acquisition University (DAU) Learning Director for Other Transaction Authority (OTA). Prior to joining DAU, she worked as Associate Counsel for Naval Information Warfare Systems Command (NAVWAR) Headquarters (HQ). While at NAVWAR, Ms. Balkin successfully led all NAVWAR HQ Other Transaction (OT) awards from inception to contract. While serving the Navy Office of General Counsel (OGC), she successfully defended over 30 contract bid protests. Ms. Balkin has provided Other Transaction Authority (OTA) briefs and workshops to thousands of attendees across the United States, as well as internationally while she served as the legal advisor to the NATO NILE program. Ms. Balkin joined the George Washington University Law School in 2021 as an adjunct professor to teach GW Law's first OTA course.
