Jessica Tillipman

Jessica Tillipman is the Associate Dean for Government Procurement Law Studies and Government Contracts Advisory Council Distinguished Professorial Lecturer in Government Contracts Law, Practice & Policy at the George Washington University Law School. She is a leading authority on public procurement, corruption, and the governance of artificial intelligence in the public sector, with a particular focus on integrity, compliance, and emerging technology risks in government contracting.

She teaches the law school's foundational government procurement course, Formation of Government Contracts, and Anti-Corruption & Compliance, which examines corruption, ethics, and compliance issues in public procurement.

Dean Tillipman is co-editor of the Routledge Handbook of Public Procurement Corruption, a comprehensive reference on corruption risks and enforcement in public procurement systems worldwide. Her scholarship and commentary address legal and policy issues involving public procurement corruption, AI and emerging technologies, government ethics, white collar crime, and compliance.

In addition to her academic role, Dean Tillipman serves on the Governance Board of the Commerce & Contract Management (CCM) Institute and is a Senior Advisor to the American Bar Association International Anti-Corruption Committee. She is also a Faculty Advisor to the Public Contract Law Journal, a member of the National Contract Management Association Board of Advisors, and an Advisory Board member of the Government Contractor. She regularly advises and provides training to governments, international organizations, and oversight bodies on public procurement, corruption, and AI procurement governance, and is a frequent speaker at domestic and international conferences on these topics. Her commentary appears frequently in leading domestic and international media outlets.

Prior to joining GW Law, Dean Tillipman served as a law clerk to the Honorable Lawrence S. Margolis of the U.S. Court of Federal Claims and was an associate at Jenner & Block, where she specialized in Government Contracts and White Collar Criminal Defense.

She is a member of the bars of the United States Court of Federal Claims, Virginia, and the District of Columbia. Dean Tillipman graduated cum laude from Miami University (Oxford, OH) and earned her JD, with honors, from The George Washington University Law School.
