Jessica Tillipman

Jessica Tillipman is the Associate Dean for Government Procurement Law Studies and Government Contracts Advisory Council Distinguished Professorial Lecturer in Law at the George Washington University Law School.

Her research, teaching, and advisory work focus on three intersecting areas of federal procurement law: the governance of artificial intelligence in government contracting, procurement fraud, and anti-corruption and compliance.

Dean Tillipman’s recent scholarship and commentary examine federal AI procurement governance, appearing in the Public Contract Law Journal, the Yale Journal on Regulation: Notice & Comment, Lawfare, Issues in Science and Technology, the Regulatory Review, and the Government Contractor.

She co-edited the Routledge Handbook of Public Procurement Corruption (Routledge 2024), a comprehensive reference on global corruption risks and enforcement in public procurement systems, and authored its chapter on the United States. Her broader scholarship and commentary address procurement integrity, white-collar crime, government ethics, debarment, the False Claims Act, and the legal and policy implications of emerging technologies in public contracting.

Dean Tillipman has testified before Congress on multiple occasions, including on public sector fraud and conflicts of interest in federal contracting. She regularly advises and trains federal agencies, international organizations, and oversight bodies on procurement integrity, fraud, and AI procurement governance.

She serves on the Governance Board of the Commerce & Contract Management (CCM) Institute, the Advisory Board of the Government Contractor, the Board of Advisors of the National Contract Management Association, and the advisory board of the Coalition for Integrity. She is a Senior Advisor and former Co-Chair of the American Bar Association’s International Anti-Corruption Committee, and Faculty Advisor to the Public Contract Law Journal.

She hosts the Beyond the FAR podcast, which features conversations with global public procurement experts, and previously served as Senior Editor of the FCPA Blog.

Dean Tillipman teaches Anti-Corruption & Compliance, which examines corruption, ethics, and compliance issues in public procurement, and is a frequent speaker at domestic and international conferences. Her commentary appears regularly in leading media outlets.

Prior to joining GW Law, Dean Tillipman served as a law clerk to the Honorable Lawrence S. Margolis of the U.S. Court of Federal Claims and as an associate at Jenner & Block, where she practiced in the firm’s Government Contracts and White-Collar Criminal Defense groups. She earned her JD from the George Washington University Law School and her BA from Miami University in Oxford, OH.
