Mathew Blum is the Associate Administrator for Federal Procurement Policy in the Office of Management and Budget (OMB) where he manages a branch that is responsible for the development of policies, regulations, legislation, and associated workforce tools to support federal procurement activities. His branch supports management of the Federal Acquisition Regulatory Council, the Acquisition Innovation Advocates Council, the Cost Accounting Standards Board, the Procurement Policy and Attorneys Roundtable, and the AbilityOne Team. Prior to his work at OMB, Mr. Blum was a law clerk at the Armed Services Board of Contract Appeals. Mr. Blum serves as a member on GW Law’s Government Contracts Advisory Board and is a National Academy of Public Administration Fellow.  He has published articles on a variety of procurement policy issues and is a member of the District of Columbia and Virginia Bars. Mr. Blum lectures at GW in is personal capacity, not in connection with his official duties at OMB.
