Eve Lyon began teaching Advanced Writing last year after retiring from a 41-year career in the federal government. She finished her career at NASA Headquarters, where she implemented Federal Acquisition Streamlining Act of 1994 and wrote Part 12 of the FAR. Ms. Lyon’s other policy work included: chairing the Commercial Products Committee; being a member of law member to the FAR Council; and assisting with the NASA FAR Supplement. While at NASA, she worked with Jet Propulsion Laboratory, wrote the contract with the Russian Space Agency, participated in consolidating Shuttle contracts, provided advice on the International Space Station, and drafted the OTA to create Commercial space. From 1980 to 1992, Ms. Lyon was a member of the Office of Counsel at the Naval Air Systems Command. Highlights at the Navy include: writing the multiyear contract for the C-2 aircraft; writing the fixed-price development contract for the F-14D aircraft; and defaulting the P7 contract; and managing a billion dollars in claims. Ms. Lyon started her legal career with the Department of the Treasury in the Fiscal Law Section of Main Treasury. She spoke at numerous ABA Conferences, Nash & Cibinic Round Tables, and gave webinars for the Federal Acquisition Institute. Ms. Lyon wrote the NASA Guide on Organizational Conflicts of Interest, NASA’s Source Selection Guide, and NASA’s Grants and Cooperative Agreements Manual. She began teaching Analytical Writing in 2018.
