Francis A. Gilligan is the Director of Training for the Military Commissions’ prosecutors. Formerly, he served as the Chief Trial Judge for the U.S. Army and the Senior Legal Adviser to Judge Susan J. Crawford of the U.S. Court of Appeals for the Armed Forces. He has published more than 30 articles, including those in the Yale, Virginia, Ohio State, San Diego, Rutgers, and Boston College Law Reviews, as well as the Journal of Criminal Law in Criminology (Northwestern University), and the Search and Seizure Law Report (Clark Boardman). He is the author or co-author of more than 10 books and has been cited numerous times by the Supreme Court of the United States, Federal, State, and military courts. 

At the May 2002 and 2005 GW Law Commencement ceremonies, Professor Gilligan was honored for excellence in teaching.
