As co-managing partner at Feldesman Tucker Leifer Fidell LLP, Edward T. Waters practices in the areas of federal grants, health care, and corporate law with specialized experience in related subjects such as cost accounting, audit defense, and administrative law. Mr. Waters’ representative activities include advising clients on the complex legal requirements pertaining to a variety of federal grant programs including Head Start, Medicaid and Section 330 of the Public Health Service Act; the regulatory requirements applicable to State and Federal procurements including extensive experience with Medicaid managed care and other government-funded health care programs; and corporate governance and oversight. He has drafted and negotiated numerous contracts, shareholder agreements, articles and bylaws, joint venture agreements, employment contracts, and other transactions.

Mr. Waters has served as lead litigation counsel in numerous actions in State and Federal Court, as well as before various administrative bodies and commercial arbitrators. Subjects include appeals of grant terminations and cost disallowances, bid protests and contract claims, review of agency action under the Administrative Procedure Act and defense of audits by the Offices of Inspectors General.

Mr. Waters speaks and writes about the areas in which he practices on a regular basis and has conducted trainings for the National Head Start Association, the National Association of Community Health Centers, the D.C. Bar, USDA Office of Inspector General, HUD, the State of Maryland, and many other groups and organizations.
