Robert Baxter

Mr. Baxter is an adjunct faculty member with extensive experience in National Security, Cybersecurity, and Foreign Relations Law. He is currently serving as an attorney with the US Department of Justice, where he specializes in national security and cyber law. Mr. Baxter also serves as a reservist Navy JAG assigned to the Office of the Judge Advocate General's National Security Division. During his active-duty career, he obtained an operational law subspecialty and is a qualified expert in intelligence and cyber-related national security law. Throughout his career, Mr. Baxter has held various positions advising commanders on national security law, with a focus on naval special warfare and special operations. His experience extends to the prosecution of national security cases, including war crime offenses and acts of terrorism, with a specialization in complex classified litigation. Prior to the US Navy, he worked with the US Department of Justice and the intelligence community.

His teaching experience includes courses on international law and the law of armed conflict at the US Naval Academy, as well as leadership and ethics instruction for the George Washington University ROTC program.

Mr. Baxter's service has been recognized with several awards, including the Major General Sidney Schachnow Grateful Nation Award, US Special Operations Officer of the Year, and the Robert E. Thibault and Richard B. Schenck Award for Service to the Military. He remains actively engaged with the academic community as a member of the GW Alumni Association and serves as an advisor to GW Military and Veteran Services. Mr. Baxter is admitted to practice before the US Court of Appeals for Armed Forces and US Court of Appeals for Veterans Claims.
