Steven L. Schooner Appointed Jeffrey & Martha Kohn Senior Associate Dean for Academic Affairs

George Washington University Law School Dean Dayna Bowen Matthew is pleased to announce the appointment of Steven L. Schooner as the Jeffrey & Martha Kohn Senior Associate Dean for Academic Affairs and the Nash & Cibinic Professor of Government Procurement Law, effective July 1, 2023.

“I am delighted that Steve Schooner has returned to the Dean’s Office after 15 years for an encore performance as Senior Associate Dean for Academic Affairs,” said Dean Matthew. “Steve is an internationally renowned scholar and talented administrator who has made many incredible contributions to our law school since joining the faculty 25 years ago. He has played a key leadership role in our renowned government contracts program, and I look forward to working with him as we continue to propel GW Law’s academic program to new heights.”

Most recently, he served as GW Law's Nash & Cibinic Professor of Government Procurement Law. His scholarship focuses primarily on federal government contract law and public procurement policy. Before joining the law school faculty in 1998, Dean Schooner was the associate administrator for procurement law and legislation at the Office of Federal Procurement Policy in the Office of Management and Budget. He previously served as a trial and appellate attorney in the Commercial Litigation Branch of the Department of Justice. Professor Schooner also practiced with private law firms and, as an active duty Army judge advocate, served as a commissioner at the Armed Services Board of Contract Appeals. Until his retirement as an Army Reserve officer, he was an adjunct professor in the Contract and Fiscal Law Department of the Judge Advocate General’s School of the Army, in Charlottesville, Virginia.

He is a fellow of the National Contract Management Association, a certified professional contracts manager (CPCM), and a recipient of the Charles A. Dana Distinguished Service Award. Dean Schooner is the faculty adviser to the ABA’s Public Contract Law Journal and also serves on the Procurement Round Table and the advisory board of the Government Contractor.

"Michael Abramowicz leaves big shoes to fill. I applaud his exemplary service and his many contributions to our community serving in this role," said Dean Schooner. "It's a very different environment from when I last served in this capacity - not just in terms of working with a different Dean and a new University President, but, frankly, our faculty turnover has been significant, and I'm excited to engage with GW Law School's next generation of talented and productive scholars and teachers. Also, technology has dramatically impacted many aspects of what we do pedagogically, particularly with regard to remote or distance education. And, of course, it's a different legal market that our graduates will enter. There's so much to learn."
