GW Law Associate Dean Jessica Tillipman testified before the U.S. Congress Joint Economic Committee at a hearing titled "Protecting Patients and Taxpayers: Combating Healthcare Fraud and Leakage to Strengthen Program Integrity" on June 24.
Dean Tillipman, the associate dean of Government Procurement Law Studies and the Government Contracts Advisory Council distinguished professorial lecturer in law at GW Law, provided expert testimony on the institutional and legal foundations of health care program integrity.
Drawing on more than two decades teaching government procurement, anti-corruption, and compliance, she urged Congress to fund and sustain the often-overlooked preventive work—verification before payment, independent oversight, information-sharing, and implementation of recommendations already on the record—that stops loss before it occurs and makes enforcement possible.
"The work that prevents and detects fraud rarely makes headlines, but it is the work that makes fraud enforcement possible,” Dean Tillipman said. “We don't need a new idea. We need to fund and prioritize this critical work, and protect the people who do it."
Dean Tillipman joined Dr. Brian Blase, founder and president of the Paragon Health Institute; Dr. David Meyers, associate professor of health services, policy and practice and associate director of the Center for Advancing Health Policy Through Research at Brown University; and Dr. Chris Pope, senior fellow at the Manhattan Institute, on the panel.
The June 24 hearing was the second expert testimony Dean Tillipman has provided to Congress this year. In February she testified before the U.S. House of Representatives Committee on Energy and Commerce, Subcommittee on Oversight & Investigations in a hearing about fraud in Medicare and Medicaid. Following that hearing, Dean Tillipman introduced current GW Law students to alumnus Will McAuliffe, chief counsel for the House’s energy and commerce committee, subcommittee on oversight and investigations.
