Assistant Dean Tillipman Takes on New Role

GW Law is pleased to announce the appointment of Jessica Tillipman as the Assistant Dean for Government Procurement Law Studies and Government Contracts Advisory Council Professorial Lecturer in Government Contracts Law, Practice & Policy, effective January 2021.

“Jessica Tillipman is the perfect candidate to lead our program,” said Steven L. Schooner, Nash & Cibinic Professor of Government Procurement Law. “She has published extensively in the field and enjoys a national (and international) reputation, particularly with regard to corruption control and compliance aspects of government procurement. She is an alumna of our law school who has reimagined and grown our field placement program, taught in our classrooms, mentored our students, and worked collaboratively with our team for more than a decade. We are ecstatic to have her take the reins.”

In her new role, she will manage two degree programs—Government Procurement Master of Laws (LLM) and Master in Studies of Law (MSL)—as well as the JD Concentration in Government Procurement Law. She will be responsible for coordinating alumni outreach and advancement, organizing and participating in conferences and colloquia, overseeing student competitions and awards, and assisting in the management and supervision of the Public Contract Law Journal (PCLJ). She will also continue teaching an Anti-Corruption & Compliance course.

“I am honored by this appointment and absolutely thrilled about this opportunity,” said Dean Tillipman. “I have spent the past two decades—indeed, my entire professional career—working with the GW Law Government Procurement Law Program. I am overjoyed to now work with my procurement law colleagues, students, and alumni in this new capacity.”

Dean Tillipman previously served as the Assistant Dean for Field Placement where, for the past 12 years, she led one of the largest legal externship programs in the country. She has also been teaching government procurement and anti-corruption and compliance courses at the law school since 2005. In addition, she has supervised and guided hundreds of student research papers and notes for the PCLJ and supported LLM theses.

Prior to joining GW Law, Dean Tillipman served as a law clerk to the Honorable Lawrence S. Margolis of the U.S. Court of Federal Claims and was an associate at Jenner & Block, where she specialized in Government Contracts and White Collar Criminal Defense.

She has published numerous articles that address legal and policy issues involving anti-corruption, government procurement, and government ethics law and serves as a Senior Editor of the “The FCPA Blog.” Dean Tillipman frequently organizes and presents at domestic and international government procurement and anti-corruption conferences and colloquia.
