Philip Bayer is a senior counsel in the Office of the General Counsel of the Department of Defense, where he manages the Department of Defense Legislative Program, assisting his clients with drafting legislation for the Department to propose to Congress to aid the Department in carrying out its missions. Prior to arriving at the Department of Defense, Mr. Bayer spent over a decade as a non-partisan, professional legislative drafter in the U.S. House of Representatives Office of Legislative Counsel with a focus on national security law and related matters.
