Philip Bayer is a senior counsel in the Office of the Legislative Counsel of the U.S. House of Representatives, where he serves as a non-partisan, professional legislative drafter with a focus on national security law and related matters. This is Mr. Bayer's second stint with the Office of the Legislative Counsel after serving as an assistant counsel from 2003 to 2015.
From 2015 to 2024, Mr. Bayer served as an associate counsel and then as senior counsel in the Office of the General Counsel of the Department of Defense, where he managed the Department of Defense Legislative Program and assisted his clients with drafting legislation for the Department to propose to Congress to aid the Department in carrying out its missions.
