Sandra Strokoff was recently appointed to be Legislative Counsel of the House of Representatives. She is the first woman appointed as Legislative Counsel and will replace the current legislative counsel, Pope Barrow, who is retiring after nearly 40 years of service in the House. Prior to this, Ms. Strokoff was senior counsel in the Office of the Legislative Counsel of the U.S. House of Representatives, where she drafted legislation for the House for more than 30 years. Her areas of expertise include intellectual property law, matters affecting the federal courts, international trade law, international relations issues, and laws relating to lobbying and ethics. She is the co-author of The Legislative Drafter’s Desk Reference, Second Edition, published by Congressional Quarterly Press (2008).
