Will Cooper is a Professorial Lecturer in Law at the George Washington University Law School, where he teaches Foreign Direct Investment Law. Mr. Cooper serves as an Attorney Advisor in the Office of General Counsel for the U.S. Department of Homeland Security (DHS). His practice entails advising DHS on legal issues with the Committee on Foreign Investment in the United States (CFIUS); the Committee for the Assessment of Foreign Participation in the U.S. Telecommunications Services Sector (Team Telecom); supply chain risk management; and related topics. Mr. Cooper joined DHS after serving in the U.S. Department of Defense for more than seven years in several policy roles involving foreign ownership, control, or influence (FOCI).
