Ann Woods Hawks has over a decade of Senate experience as counsel for Senator Richard Burr (retired), where she handled international trade policy as part of the Senator’s Finance Committee work, as well as judiciary issues and commerce. During that time, she led the Senator’s efforts in passing civil rights and international adoption bills through Congress, including developing the legislation, negotiating with Senate and House offices, and collaborating with private sector experts.

In addition to her Senate experience, Ms. Hawks previously served as a journal adjunct for the George Washington International Law Review and taught for three years in Catholic Law’s Lawyering Skills Program. She is an honors graduate of GW Law, where she was a member of International Law Review and a Dean’s Fellow. Ms. Hawks received her undergraduate degree in International Relations and German Language and Literature from the University of Virginia.
