Hilary Dalin teaches elder law at the George Washington University Law School. Additionally, she is a Mentor and Advisor with the National Collaboratory to Address Elder Maltrearment. Ms. Dalin retired in September 2024 from her position as Director of the Office of Elder Justice and Adult Protective Services at the Administration for Community Living, US Department of Health & Human Services. Formerly, she was a Senior Policy Advisor and Division Director in the Office of Marketplace Eligibility Appeals, Office of Hearings and Inquiries at the Center for Medicare & Medicaid Services. Prior to joining the federal civil service, Ms. Dalin was Director of Benefits Access Policy and Programs at the National Council on Aging. Previously, she was a legal assistance attorney, served as Long Term Care Ombudsman legal back-up and trainer in several states, and managed legal services programs for elders in New York and Connecticut. Ms. Dalin has previously taught health law and elder law at a number of law schools. She began her career advocating for elders as a VISTA volunteer with a legal services program that initiated one of the first pilot legal services for older adults to respond to the federalization of public assistance benefits for elders and younger adults with disabilities. Ms. Dalin is a former chair of the Connecticut Bar Association Elder Law Section and a Member of the National Association of Social Insurance. She received her JD from Boston University.
