Cynthia Lee discusses statutory reforms for police who use excessive or deadly force against civilians and how reforming the norms of use of force can be achieved. The use of deadly force statutes that were passed in Virginia, Connecticut, and the District of Columbia last year borrow heavily from Lee’s model statute. Requiring that “both the officer’s belief and actions are reasonable and an officer must exhaust reasonably available options before using deadly force.”
