William L. Massey

Mr. Massey served as Commissioner of the Federal Energy Regulatory Commission for ten years, and before that was Chief Counsel for U.S. Senator Dale Bumpers of Arkansas and Law Clerk for Hon. Richard S. Arnold of the U.S. Court of Appeals for the 8^th Circuit. He is currently Senior Counsel (formerly Partner) at Covington & Burling LLP in Washington, DC where he advises clients on a range of energy matters. Mr. Massey also teaches a course on energy policy and regulation at the Georgetown University Law Center.
