Courtland D. McEneny Ingraham specializes in American legal and political history, telecommunications law, veterans law, and education law. His research has been published or is forthcoming by the Federal Communications Law Journal, Yearbook of German American Studies, and George Washington’s Mount Vernon, and he has presented at dozens of academic conferences. He is also an adjunct professor in the history department at Marymount University.
Mr. Ingraham graduated summa cum laude from Siena College, with majors in history and political science, minors in German and broadcast journalism, and certificates in revolutionary-era studies, pre-law, and the Standish Honors program, setting the record for most academic programs completed by a four-year graduate. He also was a visiting student in Material Culture & Public History hosted by the National Institute of History and Democracy at The College of William and Mary. He earned his master’s degree from George Washington University in history with a concentration in US legal history and published his thesis, First in War, First in Peace, First in Retirement: How George Washington Shaped the Political Influence of the Post-Presidency.
Mr. Ingraham is a graduate of George Washington University Law School, where he was Senior Publications Editor of the Federal Communications Law Journal. He was a Dean’s Fellow in the Fundamentals of Lawyering Program and worked as a research assistant for Professor Robert Cottrol and as Educational Privacy Initiative Lead for the Ethical Tech Initiative under Professors Dawn Nunziato and Robert Brauneis. He founded the GW Law Legal History Society, was Justice of Phi Alpha Delta Law Fraternity Jay Chapter, and was a senator and committee chair for the Student Bar Association and GW Student Association. He was the 2023 recipient of the Michael Dillon Cooley Memorial Award.
Currently, Mr. Ingraham is an appellate attorney for the Department of Veterans Affairs, Office of General Counsel and appears before the U.S. Court of Appeals for Veterans Claims. A non-profit leader, he is also a Next Gen Leader with the White House Historical Association, Alumni Advisor of Hugh O’Brian Youth Leadership New York East, and Vice Justice of Phi Alpha Delta Law Fraternity’s Robert E. Redding National Capital Area Alumni Chapter. He also coaches the GW Undergraduate Moot Court team. In his free time, he enjoys live music, exploring new restaurants and museum exhibits, and going for runs along the National Mall.
