Golda Philip is a Fellow in the Health Justice Policy and Advocacy Clinic at the George Washington University Law School. Before joining GW Law, Professor Philip spent 16 years in progressively senior leadership roles across various agencies in the U.S. Department of Health and Human Services. Most recently, she served as the Senior Advisor for Equity for the Maternal and Child Health Bureau (MCHB) within the Health Resources and Services Administration (HRSA), where she advanced the bureau’s national work to reduce disparities and achieve equity in maternal and child health. Prior to that, she served as Deputy Director for the Office of Civil Rights, Diversity and Inclusion at HRSA. In this role, she established a new branch that provided guidance to organizations across the country on how to proactively comply with civil rights laws as recipients of federal funding. Before her roles at HRSA, Professor Philip held leadership positions across HHS including at the National Institutes of Health and the Office for Civil Rights. Professor Philip began her career as a Health Law Fellow at the National Women’s Law Center, where her work focused on advocating for the needs of women and girls in state and federal health reform efforts.

Outside of her professional work, Professor Philip co-founded Hospital for Hope, a non-profit organization that aims to improve the healthcare infrastructure in a severely underserved region of India. She has also held various boards positions including roles with the Washington Council of Lawyers, a voluntary bar association dedicated to public interest and pro bono law. Professor Phillip earned a BA at Stanford University, an MPH at Tufts University School of Medicine, and a JD at Northeastern University School of Law.
