Jacqueline Lainez Flanagan specializes in tax and business law, including the intersection between taxation and immigration, and human rights and corporate accountability. Her legal scholarship has been published in the Pepperdine Law Review, Tennessee Law Review, UC Davis Business Law Journal, Washington University Journal of Law and Policy, American University Business Law Brief, Tax Notes, and other publications.

Professor Lainez Flanagan started her teaching career as Founding Director of the Low Income Taxpayer Clinic (LITC) at UDC David A. Clarke School of Law, where she later taught Contracts, Federal Personal Income Taxation, and directed a Tax Policy Clinic as a pilot. She is a former GW Law Friedman Fellow (2010-2013), where she co-taught with Professor Susan R. Jones in the Small Business and Community Economic Development Clinic, and served as Acting Director of the Clinic during the Spring 2013 semester.

Her other teaching appointments have included American University Washington College of Law (Visiting Professor of Law, 2018 - 2020 and 2021 - 2022), where she taught Legal Ethics, State and Local Taxation, and co-taught in the Janet R. Spragens Federal Tax Clinic. She also previously held clinical teaching appointments at the University of Richmond and University of Memphis.

Professor Lainez Flanagan earned a law degree from the University of Illinois Chicago School of Law, where she was Editor-in-Chief of The Decisive Utterance newspaper, and obtained LLM degrees from Georgetown University Law Center (Taxation), and The George Washington University Law School (Friedman Fellowship). She is licensed to practice in Washington, DC, and admitted to practice before the United States Tax Court.
