Thomas M. Kerr is a senior climate policy and sustainable finance leader with over 25 years of experience mobilizing private capital and designing climate frameworks across multilateral development banks, governments, and global platforms. Currently serving as Principal Climate Policy Officer in the World Bank Group's International Finance Corporation, he has built IFC's Adaptation & Resilience finance value proposition and previously led the World Bank's climate program for South Asia, where he oversaw climate investment strategy, advised governments on policy reforms including India's national carbon market design, and authored Country Climate and Development Reports for Nepal and Sri Lanka. His expertise spans carbon pricing, adaptation finance, and climate policy implementation in emerging markets.

Before joining the World Bank Group in 2013, Mr. Kerr directed the World Economic Forum's Climate Change and Green Growth Initiatives, creating the G2A2 coalition to mobilize private finance for green investment in emerging economies. He also led the International Energy Agency's low-carbon energy technology roadmap program and spent twelve years at the U.S. Environmental Protection Agency, where he founded national programs including the Green Power Partnership and the Landfill Methane Outreach Program. His career bridges public policy, financial institutions, and global coalitions to translate climate ambition into investable outcomes.

Mr. Kerr holds a JD in Environmental Law from DePaul University and an LLM in International Environmental Law and Policy from Georgetown University Law Center. He currently serves as Adjunct Professor of Climate Change Law & Policy at George Washington Law School and received a 2007 Nobel Peace Prize Certificate for his contributions to the IPCC.
